Real Estate Veteran Brian Rupp Joins the Consulting Team

Qtative is excited to announce that Brian Rupp has joined the firm as Vice President. Brian brings more than 30 years of experience in land use entitlements, development strategy, and project execution across California.

Brian’s addition strengthens Qtative’s ability to help clients move projects forward with confidence. His expertise in entitlement strategy, regulatory processes, and development execution gives clients a clear advantage. Whether unlocking value, navigating complex approvals, or meeting critical project deadlines, Brian’s practical, results-driven approach helps developers, builders, and investors protect their investments and maximize returns.

With a career rooted in real estate investment, acquisitions, entitlement processing, and development execution, Brian has entitled over 8,000 residential units and 6.8 million square feet of industrial space. He has managed over $1 billion in real estate transactions. His in-depth knowledge of CEQA, California housing legislation, and land use policy makes him a trusted advisor for clients navigating the state’s challenging regulatory environment.

Before joining Qtative, Brian served as Executive Vice President at Shopoff Realty Investments, where he oversaw entitlement and development activities across California and Arizona. He also worked as a consulting engineer, managing planning, engineering, and environmental compliance for both infill and master-planned communities.
