Brian Rupp is a seasoned real estate executive with over 30 years of experience in land use entitlements, development strategy, and project execution across California. At Qtative, he serves as Vice President, helping clients navigate complex regulatory environments, unlock value, and move projects forward with confidence.

Throughout his career, Brian has entitled more than 8,000 residential units and 6.8 million square feet of industrial space, overseeing more than $1 billion in real estate transactions. His hands-on leadership, deep knowledge of CEQA and California housing legislation, and strategic problem-solving make him a trusted advisor to developers, landowners, and agencies alike.
